Pilo or ratham has brought this issue up before. I am contemplating: I used to be one of those 5,000+ apartment renters and university students (conservatively estimated) residing in this town. We never paid a penny on property tax. Hamden has a LOT more apartment complexes (huge ones) and student population than those of Cheshire, North Haven, and Woodbridge combined. Are these people counted as capita? Is he kidding or what?
